Scientists on what an Arctic “Smart” City should be like
Tyumen and St. Petersburg researchers proposed the concept "smart person - smart city - sustainable region", which involves the rapid development of sociocultural and intellectual potential of the Arctic people.
A whole range of interrelated problems of the Arctic development requires study and analysis, as well as the development of new scientifically based social structures for the sustainable development of Arctic cities. The article "The Concept of "Smart City": the Specifics of the Innovative Development of the Arctic Cities of Russia" by Tyumen and St. Petersburg scientists Gennady Detter, Anastasia Levkina, Iosif Tukkel, Sergey Redko and Nadezhda Tsvetkova was published in the Earth and Environmental Sciences series.
The researchers studied the features of socio-economic development and investment potential of towns in the Arctic zone of Russia. The results of the analysis show that the current state of innovation systems and the human potential of these regions is insufficient to counter the growing challenges and threats.
Scientists believe that the implementation of the "smart city" concept will contribute to the development of human potential, thereby increasing the ability of urban communities to respond to the challenges of the time and secure a decent future for themselves in the long term. The researchers used descriptive statistical analysis based on national statistics and existing empirical data.
The results can be taken into account when developing a methodology for the socio-cultural and digital transformation of Arctic cities.
