UTMN presents its focal projects to the International Council
A meeting of the Council on Competitiveness Enhancement of Leading Russian Universities took place at the Immanuel Kant Baltic Federal University in Kaliningrad.
A meeting of the Council on Competitiveness Enhancement of Leading Russian Universities took place at the Immanuel Kant Baltic Federal University in Kaliningrad. For 2 days, on 26-27 October, the universities participating in the 5-100 Project presented their results and development plans.
Following the meeting, the Council will work out the recommendations for the RF Ministry of Science and Higher Education on further state support for the 5-100 Project participants and some proposals for the universities on updating their roadmaps.
UTMN Rector Valery Falkov, Vice Rector for Research and Innovations Andrei Tolstikov, Director of the School of Advanced Studies Andrey Shcherbenok, Vice Rector Taisya Pogodaeva and other heads of UTMN strategic initiatives represented the University of Tyumen at the meeting.
In the report for the Council, UTMN representatives focused on the development of strategic academic units – School of Advanced Studies and X-BIO Institute of Environmental and Agricultural Biology, transformation of education, including implementation of individual educational trajectories, infrastructural changes, and partnerships with industries and regional government.
Deputy Prime Minister of the Russian Federation and Chairperson of the Council, Tatyana Golikova commented the results achieved by the universities and noted that the Project has become a landmark for Russian education and is well received by business community. “All participating universities are crucial for their regions; business and scientific societies gather around them,” noted Deputy Prime Minister. “We want these universities to become real leaders of the education market, with their achievements multiplied.”
The 5-100 Project Council also announced that financial support for enhancing international competitiveness would be still provided to the participating universities beyond 2020.
“The necessity to develop Russian higher and vocational education is clear, but we face serious challenges in fulfilling our plans and tasks,” said Mikhail Kotyukov, Minister of Science and Higher Education of the Russian Federation.
Moreover, the number of 5-100 participants will be increased to 30. At least 9 more universities will be selected to join the Project on a competitive basis by the end of 2019. They will obtain state financial support with a view to enhance global competitiveness of Russian higher education.

International Council on enhancing leading Russian universities’ competitiveness is a permanent deliberative body founded by the Russian government in spring 2013 in order to address the issues facing the development of leading Russian universities. The Council consists of foreign and Russian representatives of scientific academic society, public figures responsible for education reforms, world-renowned experts, and researchers of higher education problems. Since 2013, there have been held 10 Council meetings.
The 5-100 Project, initiated in 2012 by the President of Russia Vladimir Putin, aims to make sure that at least 5 Russian universities will enter the top-100 international universities by 2020. In 6 years (2013-2018), 60 billion rubles have been allocated to the Project, and 20,3 more will be allocated before 2020.
