This scholarship is awarded to eligible students in the first and second years of a bachelor's or specialist's degree, provided that the student doesn’t have academic debts or “satisfactory” marks on the interim transcript.

Selection criteria:

• academic performance as "good" and "excellent" (avg. score not lower than 4.75);
• the student belongs to one of the following benefit categories: 

- students who are orphans and children placed out of parental care;
- students who have lost both or their only parent during their studies;
- students with disabilities of groups I and II, students with disabilities from childhood;
- students who are disabled as a result of a military injury or illness incurred during a military service;
- war veterans students;
- students who have completed at least three years of military service under contract in the Russian Federation;
- students exposed to radiation as a consequence of the Chernobyl disaster and other radiation accidents, or as a consequence of nuclear tests at the Semipalatinsk site;
- students who have received social assistance from the government programs (low-income).
